The Dutton-Lainson Winch part DLB800A that you referenced is not an electric winch. It is a brake hand winch with an 800 lb capacity which is similar to our part # DL16331. With that being said, all of the Dutton-Lainson StrongArm Electric Winches have some sort of built-in manual override. I spoke with my contact at Dutton-Lainson regarding the TW4000 StrongArm Electric Winch # DL25200 referenced in your question. She stated that the winch is not designed to serve as a boat strap when traveling so this is not recommended. Once pulled in and onto the trailer with the winch, the boat should be safely secured to the trailer using additional mounting straps and hardware.

When using any winch, including an electric winch such as # 2953AT, you will need to have a straight line pull at least 12 inches out from the winch. So in terms of angles it shouldn't really be at any other angle other than level.
